Chief Osborne was a native and life-long resident of Milledgeville. He retired as Chief of Police and City Marshall of the City of Milledgeville with 42 years of service. He was a member of the Georgia National Guard and a Mason. He was preceded in death by his parents Charles Albert and Evelyn Ione Layfield Osborne, his brother John Osborne and his sister JoAnne Weaver.
Survivors include his wife Stayce B. Osborne, and his son Leslie S. Osborne both of Milledgeville, his daughter Kristen Veal of Gordon, a step-son Patrick McKinley of Smithville, two sister Diane O. Sanders of Ivey and Betty Davis of Salem, MS, 7 grandchildren and 6 great-grandchildren and a number of nieces and nephews.
