Maxon was born in Iowa where his father owned and operated a lumber yard. His father died when he was 10 years old and his mother then moved to Prairie du Chien, Wisconsin where she lived out the rest of her life. When Maxon turned 20, he moved to St. Paul, Minnesota and in 1877 he went to Rochester, Minnesota and three years later married Johanna. They had eight children. Maxon was employed as a plumber and tin worker.
