Born Lynn Winterdale, after the death of his father, Charles Winterdale, he was adopted by his step-father, George L. Franklin.
He joined the foreign service in Honduras in 1912, he served as vice-consul in San Salvador, Peru, and Ecuador, before serving as consul in San Salvador, Hong Kong, several cities in China, Mexico, Barcelona, Stockholm, Niagara Falls, and Curacao. In 1945 he was named consul general. He retired in 1949.
