Mr. Champa earned a bachelor's degree from the University of Maryland. He was then graduated from the Kennedy School of Government at Harvard University in Boston. A Navy veteran of the Vietnam War, he was stationed aboard the aircraft carrier USS Independence 62 in the Mediterranean. He was past president of the American-Italian Civic League of Metuchen.
He lived in Revere, Mass., and Washington, D.C., before moving to Metuchen many years ago.
Surviving are his wife, Susan (Lange); a daughter, Kathleen D. Schiessl (Chris); sons, Frank, Anthony D. (Heidi) and Peter J.; and the late David A., and three grandchildren,Alyssa, Amanda and Alexandra.
