He graduated from Phillips Academy, in 1847, from Dane Law School, Harvard University, in 1849, was admitted to the bar in 1850 and commenced to practice law in East Bridgewater, Massachusetts. He served in the Massachusetts State Senate, in 1857, in the Massachusetts State House of Representatives, in 1858, was district attorney for the southeastern district of Massachusetts, (1858-66) and as collector of internal revenue for the second district of Massachusetts, (1866-73). In 1873, he was elected as a Republican to the Forty-third Congress and to the next four succeeding Congresses, serving until 1883. Not a candidate for re-nomination in 1882, he resumed the practice of law and was judge of probate for Plymouth County Massachusetts, from 1887, until his death.
