Oliver Melvin Bartness was born in Hawley, Minnesota on 22 July 1912. He is the son of Olaf and Mary Magdalena (Laugsand) Bartness. His known siblings are Tilman Jalmar, Sophie, Alise Sylvia, Hazel Ethel, and Clifford Erwin Bartness.

On 14 July 1943 Oliver enlisted in the United States Navy.

Then on 14 July 1943 he married Bertha Augusta Grupp at Hawley, Minnesota. Together they had one known child, Oliver John Bartness.

After serving during World War II, Oliver was honorably discharged on 7 September 1945, as a Gunners Mate Guns second Class Petty Officer.

About two months after the Korean War started, on 7 September 1950, Oliver again enlisted in the United States Navy at Seattle, Washington. He served until being again honorably discharged on 31 August 1951 at San Francisco, California as a Gunners Mate Guns Second Class Petty Officer

At the age of seventy four, Oliver passed away in Bremerton, Washington on 14 March 1987.
