Otis M. Palmer, 77, Carmel, died June 11. He was a self-employed consulting engineer, retiring in 1991. He was and Army Air Forces veteran of WWII. Mr. Palmer was a 1949 graduate of Purdue University. Services: 10 a.m. June 15 in East 91st Street Christian Church, of which he was a member.
