Chester was born May 27, 1920 in Sharon, Idaho. He was the sixth of eight children born to Frank Edwin and Paulina Derricott Skinner. He attended school in Sharon until the age of 14.

Chester joined the Army Air Corps in 1941-1945. He served during WWII in India where he served as a Flying Crew Chief of B-25 bombers.

Chester married Mary Ruth Duff on February 8, 1946. They were sealed in the Logan LDS Temple, for time and all eternity, creating their forever family on January 16, 1998. They are the parents of five beautiful children: Ronald Chester and Carolyn Loertscher Skinner of Montpellier who are the parents of Michael, Timothy and Tamara, mother of Dakota, all of Mothpeier. Robert Frank and Cheryl Charlyn Price Skinner of Liberty, who are the parents of Robert Christopher and Joey Worth Skinner, parents of Kyrie Makanalani, Matthew Kilikikopa, and Kiana Michele, all of San Diego, California. Chester loved the outdoors; music camping, hunting, and fishing with his children, grandchildren, and best fishing buddy Willy Tarbet. He loved sitting out on the lawn in the summer afternoons under the big cottonwood tree. As a loving grandpa he enjoyed spending time with his grandchildren and teaching them about trees, birds and nature. He taught his grandkids how to carve willow whistles from the willow bushes in the backyard. He was a hard worker, trusting, loving, and compassionate in every way, and had a great sense of humor.

Our beloved father, grandfather, great-grandpa (Chocolate), uncle, cousin and forever friend, has returned to his wife Ruth; parents Frank and Paulina; brothers Kenneth and Brigham (Bill); sisters Hortense, Martha, one special grandson, Samuel Jacob, son of Sam and Sylvia Skinner; one great-grandson, Chaz Robert, son of Rachael and twin great-granddaughters, Jade Mary and Megan June, daughters of Becky and Dalton.

Grandpa, you are a blessing to all of us. You will truly be missed until we can re-unite as an eternal family. Your smile, blue eyes and sideways cocked hat will forever be with all of us, as will the love and support you gave to us.

Funeral services will be held on Friday, February 8 on the 62nd wedding anniversary of Chester and Ruth at the Liberty Ward LDS chapel in Liberty, at 11 a.m., viewings will be on Thursday, February 7, 6-8 p.m., at Matthews Mortuary in Montpelier, and on Friday February 8 one hour before the funeral service at the Liberty Ward Chapel.
