CF "Frank" Webbe was the youngest son of Henry Sr and Lena (Werther) Webbe. He was born in Circleville, Ohio and lived the majority of his long life in the family home there at 345 E. Mound Street. In 1923 he married Gertrude Helwagen, daughter of Elmer and Marietta (Adkins) Helwagen. Together they had two children, Lena Mae and Charles F (Jr) Webbe.

As a child he grew up in a household where German was the language that was spoken. He learned English in the local schools he attended. Despite his father dying while he was very young, Frank still was able to enjoy being a kid, recalling going skating in the winter on the frozen canal near Circleville.

During WWI Frank served in the US Army as a Private 1st Class in Company B, 309th Engineers. He enlisted 5/27/1918 at Circleville, Ohio and was honorably discharged 6/19/1919 at Camp Sherman, Ohio. His service was in France, he did not see any action. His daughter donated his uniform to the Circleville Historical Society, where it can be seen on display to this date.

Before and after WWI, Frank worked as a painter. With the death of his brothers Henry and William, he became the owner of several properties in Circleville, consisting of both commercial and residential buildings. After a number of years renting them he sold the properties off and enjoyed his retirement. His wife passed away in 1979 of cancer. Shortly after he moved to Columbus to live with his daughter Lena and her husband.

He lived the last 7 years of his life with them, passing away shortly before his 100th birthday. His longevity allowed him to know his grandchildren as adults and see his great-grandchildren born and grow in to early childhood.
