US Congressman. He was born Stephen M. Barlow to Aaron Barlow and Rebecca Sanford Barlow in Redding, Connecticut, and attended local common schools and Yale College (later Yale University) in New Haven, Connecticut. On May 20, 1798, he was appointed from the State of Connecticut to the 26th Infantry and served in the United States Army. On December 9, 1804, he married Abigail Sturges in Redding, Connecticut. The couple moved to Meadville, Pennsylvania, in 1816. He then studied law, was admitted to the bar and commenced to practicing law in Meadville, Pennsylvania. He then decided to run for a seat in the United States Congress and was elected. A Jacksonian, he then served Pennsylvania's 18th District (Twenty-First Congress) in the United States House of Representatives from 1827 to 1829. He was an unsuccessful candidate for reelection to the Twenty-Eighth Congress in 1828. After his term in the United States Congress had expired he returned to his practice of law. He lastly served as a Member of the Pennsylvania State House of Representatives from 1829 to 1831 and was appointed to the position of an Associate Judge of Crawford County, Pennsylvania, from January 1831 to August 1845. He passed away in Meadville, Pennsylvania, while still in public office, at the age of 66. His wife Abigail passed away in 1841 and the two are buried together in the Greendale Cemetery in Meadville, Pennsylvania.
