Brown was the only child born to Thomas Alexander and Janolia Ingold (Roseman) Foil. He married Ethel Alice Aldrige and they were the parents of eight children: Thomas Alexander, Brown Edward 'Ed', Alice Janolia, Catherine Oneda, Bobby Lee, Nellie Bly, Franklin Delano and George Irving.
