Elsie is a daughter of Leander Thomas Clifford and Melissa Adelaide Gifford - the eighth of ten children. She was born in a four-room house with a dirt roof and mud for plaster. Elsie went to school in Lorenzo and at Ricks Academy where she studied public speaking and elocution. At the age of thirteen she served as the Sunday School teacher of the kindergarten. She was the assistant organist in the Lorenzo Ward. She also taught and worked in the Primary. In 1911 her farmer went to Antelope to prove up on a dry farm. Elsie helped take care of the place at Lorenzo.

Elsie married William Summers at her parent's home in Lorenzo on February 20, 1914. They became parents to thirteen children: John William, Eldon Clifford, Orville Earl, Thelma Ruth, Thorland Price, Elsie Elaine, Thomas Wayne, Dean Lamar, Norman Henry, Donna Margret, Vera, Robert, and Lynn. Three sons served in World War II: one in the Navy, one in the Army, and one in the Air Force. Two more sons served later, both in the Navy.

William died in 1946. Their sons took over running the farm. Elsie was ill much of the summer. In the fall cancer was discovered. She went to Salt Lake City to have an operation. Elsie died following the operation.
