Scott was born on a farm owned by his paternal grandfather in Elgin Township. He received his elementary schooling in a one-room schoolhouse. Elizabeth Clarke Wernli (Copsley & Elizabeth Clarke's daughter) was one of his teachers during this time. After graduating from high school, Scott continued to live with his parents in Le Mars. During this time he worked for the local newspaper, The Le Mars Globe-Post.

In February 1942 he entered into military service (Army). Scott was sent overseas and served in the South Pacific at various island sites for three years. After returning to the U.S. he was located in California eventually settling in San Francisco. He retired from the U.S. Army Corps of Engineers, San Francisco District (Finance & Accounting) & never married.
