He was born April 15, 1918, in Shelley, Idaho to William Earl Casper Sr., and Sophia Hanna Yancey. He attended schools at Rigby, Ucon, Shelley and the University of Idaho. He served as an ambulance driver with the Civilian Conservation Corps.
William Earl was employed by Snake River Equip. as a salesman, mechanic and mechanic supervisor. He had also worked as a councilor in the State of Idaho CARES program.
Survivors include his wife, Rita Casper of Idaho Falls; two sons, Ronald E Casper and Richard H Casper, both of Salt Lake City; sister, Bonita (Lyle) Simmons of Idaho Falls; and seven grandchildren. He was proceeded in death by his parents, a daughter, two brothers and a sister.
