He was a Vietnam War veteran of the Army. He operated a welding shop from 1978 to 1987 before becoming a Delaware County commissioner in 1987 and serving in that position until his death. He was a member of Faith Mission Church of Jay, a Tribal member of the Cherokee Nation and a member of the American Legion of Jay.
Howard died Sunday, 10 JUN 2007, following a battle with cancer. He was 69 years of age.
