Willis Downs was a lifelong resident of Charleston Missouri. He graduated from CHS in 1938 and began working for the Mississippi County Highway Engineering Department. He then served 4 1/2 years in the Army Combat Engineers, with 3 1/2 overseas. On leaving the Army, he worked in the Engineering Department for construction of the Atomic Plant at Kevil KY. In 1960, he began working of the City of Charleston Engineering and Inspection Departments, serving as Head Inspector, then City Engineer, and was appointed City Manager in 1973. He later served as a City Councilman and then as Mayor.

A member of the United Methodist Church, he served as the Chaplain of VFW Post 4294 for 15 years, and was post Commander three times. Willis Downs had resided at the Veterans Home in Cape following the passing of his wife.
