Herbert was the son of Thomas M. and Sarah Eva Pugh Clague of Cleveland, Ohio and Ohio. He was a contractor and supervisor of road construction. Herbert married Luella Wilson on June 9, 1909 in Flint, Genesee County, Michigan, and they had Lucille, Thomas, Julia, Herbert Donald, and Joseph Lyman. He was tall and slender with hazel eyes and brown hair. Herbert died from peritonitis caused by a perforated ulcer at the age of 21 days past his sixty-sixth birthday.
