He was the son of Vlad and Agnes Horkey of rural Cottonwood County,MN. He served in the United States Navy in WW II as a barber. On September 28, 1947, he married Delores Louise Baas whom he always called the "prettiest gal in the county". He and Delores raised five sons, all the while he perfected his profession as a construction contractor. He went on to build an entire sub-division in Windom. Anyone who bought a home built by him was assured they were buying quality workmanship. After retiring in 1984, he opened Horkey's Hobbies and crafted many fine works of art in wood. In 1996, he was diagnosted with terminal cancer, however his will to live and share that joy with family and acquaintences allowed him to have five additional years, much to the amazement of his doctors. His wit and wisdom was a blessing to all who knew him.
