Townsend was a son of Capt. Andrew Jackson Adams and Caroline M. Leps. He was a member of the 1st W.Va. Calvary, Company K. He is shown to be living at the U.S. National Home for Disabled Volunteer Soldiers in 1899 and 1900.

He was married in 1876 to Isabell Coss. She was a daughter of George and Hannah Brown Coss, born in Martins Ferry, Belmont, Ohio on 31 Oct 1851 and died in Rochester, Beaver Pennsylvania. She is buried in Irvin's Cemetery in Rochester.

Townsend was a brother to John, Charles Elizabeth and Caroline.
