US Congressman. He was born the son of Irish immigrants in the Rincon District in San Francisco, California, and attended local public schools. After his education, he was an apprentice in the machinist's trade and subsequently worked in the principal manufacturing establishments in the local area. During the early 1890s, he married Nellie Donovan and the two would go on to have three children together, son Harold was born in 1896, son William was born in 1898, and son John Mervyn was born in 1907. He was named as a Member of the Board of Supervisors for the city and county of San Francisco, California, and served in that position from January 8, 1902, to March 4, 1903. He then ran for a seat in the United States Congress and won. A Democrat, he then served California's 5th District in the United States House of Representatives from 1903 to 1905. He was not a candidate for reelection in 1904. After his term in the United States Congress had expired, he worked in the insurance business for the next twenty-eight years. He passed away at his home in San Francisco, California, from an extended illness, at the age of 74. His funeral was held at the St. Monica's Church in San Francisco, California, and his burial took place at the famed Holy Cross Catholic Cemetery in Colma, California, on January 7, 1935.
