Col Burr was in charge of the
7th Regiment, Home Guards,
Wilmington, NC, Companies A
& B. In the waning days of the
War, it appears Colonel Burr was
a member of Governor Zebulon
Vances Staff.
In planning a way to save Raleigh
from total devastation, a plan was
conceived to send a message to
General Sherman to surrender the
City peacefully. A party consis-
ting of Governor's Graham and Swain
along with Colonel James G. Burr,
Surgeon Gen. Warren and Major
Devereux would take a message
to Gen Sherman from Governor
Vance offering the surrender
