A son of William Prim Billingsley and Leah Randall, he applied for a marriage certificate on February 12, 1889 to be married to Miss Sarah Mehollin, in Jefferson Co., Ohio. Apparently they didn't marry. He did marry first, in 1892, to Catharine E. Frensdorf and second, in 1901, to Fannie McMillan. As a young man he was a wagon and carriage maker in Tippecanoe and Uhrichsville. He was the father of Clarence and Catherine (Miller) and, according to The Daily Times, he and Fannie had a son who died at one week in 1905..
