Garland was 85 when he died at the Davis Skilled Nursing Home in Pine Bluff, AR. He was born in Grant Co. the son of Noah C and Virginia Lybrand Clement.
He was a member of Pine Ridge Cumberland Presbyterian Church and a 32nd degree Mason at Taylor Lodge at Grapevine. He was a carpenter and cabinet maker for Wafford's Cabinet Shop.
He married Chloe Lites on Sept 26, 1922.
Graland and Chloe had three sons, Thomas Carroll, James Edward and Noah Handy "N.H." Clement and one daughter Martha Virginia Clement Eastwood.
Both of their funerals were held at South Funeral Home by Rev. Dale Gentry. Garland's pallbearers included Lavon Clement, Harold Clement, Jerry Appling, Lewis Woods, Thurman Blackerby, Earl Appling, Truman Clement, Melford Peirce, Donald Key, Hollis Ashcraft, Frank Smith and Louis Stewart.
