Stephen Fuqua (Steve) Jones was born at Nashville, Tennessee. His parents were Erasmus Jones II and Christiana Bond. In 1849 while working on a ranch in Alabama for the summer, he met the owner's daughter, Louisa Barber. They soon married and moved to Van Zandt County, Texas, where he became a cattleman.

In 1868 he and his brothers James Columbus Jones and Peyton Smith Jones served in the Civil War and then moved to Colorado and formed the JJ Ranch. They drove a herd of cattle following the trail of Charles Goodnight.

In 1878 Stephen Fuqua moved to Chase County, Kansas to build the Spring Hill Ranch. He bought land there and built a fine house (called the Scottish Castle) and other farm buildings a few miles north of Strong City with stones quarried from the area and had one of the largest cattle ranches. In later years he sold Spring Hill Ranch and moved to Kansas City. His original house and grounds is now the Tall Grass Prairie National Preserve administered by the Unites States Parks Service.

He was president of the Bent-Prowers Cattle & Horse Growers Association. Other business endeavors included heavy interest in the Strong City Bank where he was president for many years, an interest in a lumber business, and an interest in a dry goods store. He had become one of the most important men in Strong City.
