U.S. Congressman. He attended Roanoke College Virginia, graduated from the law department of the University of Mississippi, in 1874, was admitted to the bar and commenced to practice law in Pascagoula, Mississippi. He was clerk of the circuit and chancery courts of Jackson County, (1883-95) and delegate to the Mississippi State constitutional convention in 1890. In 1895, he was elected as a Democrat to the Fifty-fourth Congress, serving until 1897. After his term, he resumed the practice of law and was legal adviser to the Jackson County Board of Supervisors, until his death at age 73.
