U.S. Congressman. He graduated from the Independent Academy, moved to Oregon in 1859 and taught school. He studied law, was admitted to the bar in 1866 and commenced the practice of law in Oakland, Oregon. He was a member of the Oregon State House of Representatives, (1866-68), served in the Oregon State Senate, (1868-70) and was deputy collector of Internal Revenue for southern Oregon, (1868-71). In addition, he was receiver of public moneys at the U.S. land office in Roseburg, Oregon, (1871-73), Colonel Oregon State Militia, (1882-84) and appointed by President McKinley Commissioner of the General Land Office, serving (1897-1903). In 1885, he was elected as a Republican to the Forty-ninth Congress and to the next five succeeding Congresses, serving until 1897. He was again elected to the Fifty-eighth Congress to fill the vacancy caused by the death of Thomas H. Tongue and reelected to the Fifty-ninth Congress, serving (1903-07). Not a candidate for re-nomination, he resumed his law practice and engaged in literary pursuits until his death.
