Ottis was the son of the late William and Lula Arrowood Chandler, and the husband of Marion Williams Chandler.
A lifelong resident of Buncombe County, he retired from Ivey's Department Store after 40 years of service.
Ottis was survived by a daughter, of Roswell, Georgia; two sisters, Robbie Wilde and Zilla Jervis of Weaverville; and a grandson.
Services: Friday, August 10, 1990, in Locust Grove Baptist Church, where he was a member and treasurer for over 45 years.
Burial: church cemetery.
