U.S. Congressman. Born near North East, Pennsylvania, he served as a Private in the 9th Wisconsin Battery, Union Army, during the last year of the Civil War. After the war, he studied law in Chautauqua County, New York, was admitted to the bar in 1871, moved to Nebraska in 1872 and commenced to practice law in Tecumseh. He was a member of the Nebraska State House of Representatives, (1874-76), assistant United States District Attorney, (1876-80), moved to Washington Territory in 1880 and was practicing law in Tacoma, in 1888. In 1893, he was elected as a Republican to the Fifty-third and Fifty-fourth Congresses, serving until 1897. An unsuccessful for reelection, he resumed the practice of law until his death at age in 65 Tacoma, Washington.
