This gent was probably the next to last person to oversee Mount Moriah Cemetery, as it seems his son and son's wife were the very last.
This Horatio seems to have had an uncle of the same name and was probably named after him. That Uncle Horatio C. Jones died in 1917 (and was buried at Mount Moriah) but there were others too.
Horatio C. Jones obtained a marriage license in 1927 to wed Edythe L. Kirlin. Whether that marriage ever actually took place was initially not determined, but later a church record became available which clinched it. Both were listed as members of Calvin Presbyterian Church in Philadelphia when they wed on June 4, 1927. An Ancestry tree states they had a daughter, Patricia Anne Jones in 1928, citing Findagrave and the SSDI.
The 1920 Philadelphia census shows Edythe at home with her parents, druggist Charles and mother Ethel, and siblings Pomeroy (14) and Ethel (7). Edythe is 13, so would have been age 20 by the 1927 marriage, and age-wise a contemporary of our Horatio.
Our Horatio would have been in his early 20's, about 22, certainly a common time for a young man to settle down. Still, it is the obituary of Henriette Ravier Jones which states unquestionably who his last spouse was.
Our Horatio appears on the 1920 census as well, age 15. He appears as the son of James (born in New Jersey to his father born in New York and mother in PA) and Mary E (age 40 who was, like her parents, born in PA) and brother to his PA born siblings James R. (17) and Maud E. (12).
The family lives within walking distance of Mount Moriah, and their father is listed as a foreman at a cemetery. Living near the end of South 63rd street, he would have needed only to take a left on Cemetery Avenue and walk a few blocks.
