U.S. Congressman. He graduated from the University of Virginia, in 1859, graduated in law from Washington College, in 1860, was admitted to the bar and practiced law in Fredericksburg, Virginia. He was Sheriff of Fredericksburg, 1860 and Sergeant of the City of Fredericksburg, (1863-65). Towards the end of the Civil War, he was a correspondent of the Southern Associated Press, with the Army of General Robert E. Lee and became editor of the Fredericksburg Ledger, in late 1865. He was a delegate to the Republican National Convention in 1872 and elected as a Republican to the Forty-third Congress, serving (1873-75). An unsuccessful candidate for reelection, he served as Chief Justice of Wyoming Territory, (1878-82) and practiced law until his death.
