Maine Governor, U.S. Congressman, U.S. Senator. He graduated from the Houlton Academy, taught school, served first as a clerk in the office of the Maine State Adjutant General and was a clerk in the Main State land office, (1870-76). He also was the owner of the Kennebec Journal, a State of Main land agent, (1876-78), assistant clerk in the Main State House of Representatives in 1878, clerk in the office of the Main State treasurer, (1880-84) and the Main State Treasurer, (1884-88). In 1889, he was elected as a Republican the 42nd Governor of Maine, serving until 1892. He then was elected as a Republican to the Fifty-fifth Congress to fill the vacancy caused by the death of Seth L. Milliken, reelected to the Fifty-sixth Congress and to the five succeeding Congresses, serving (1897-1911). An unsuccessful candidate for reelection, he resumed newspaper publishing business. In 1913, he was elected as a Republican to the United States Senate, serving until his death at age 72.
