Frank's cremated remains were not claimed immediately after his death. In October 2014 a relative received his ashes. Frank was buried next to his parents and maternal grandmother in the Union Cemetery south of Maquoketa, Iowa.

Frank was born in Iowa about 1855 to Harvey Bagley, a farmer, (born in Vermont in 1803) and Perthena Green (born in Pennsylvania). Frank's siblings were born in Iowa and included Ellenore or Elmer (born about 1847) and Philoma (about 1849).

During the census of 1860 & 1870 Frank lived with his parents and siblings in Bloomfield, Clinton, Iowa. His father died in 1878. By the time of the 1880 census Frank was no longer living with his family. His mother died in 1882. His maternal grandmother Philoma Green died in 1887 (FAG 89949094). His sister Philoma Bagley Bentley died in 1907 (FAG 89949093).

During the censuses of 1920 & 1930, Frank was an "inmate" at the Multnomah County Farm in Troutdale, Multnomah County, Oregon. The counties had the responsibility of caring for the poor. In November 1911, about 210 residents moved to the new "poor farm" in Troutdale. In 1934 an infirmary wing was built to care for the aging population of the farm. In 1935, its population peaked at 614. The farm would eventually encompass 345 acres. In 1982, the county closed the entire facilities. Today the farm is McMenamin's Edgefield, a hotel, restaurant, golf course and entertainment facility.

On 9/26/1930 he was transferred from the Poor Farm and admitted to the Oregon State Hospital, a residential facility in Salem, Oregon for the treatment of people with mental illness. Five months later he died of cerebral arteriosclerosis at the institution.

A book by David Maisel and a documentary by Ondi Timoner & Robert James, both entitled "Library of Dust" also provide more information about the ashes held at Oregon State Hospital.
