He was the son of Nathan Farmer (1764-1836) and Hannah Woodard. He married Phebe Vestal on April 27, 1806 in Surry County, North Carolina.

Enoch was one of the Warren County's earliest settlers. He operated a sawmill on the Kickapoo Creek near his home.

Warren County, Indiana was established on March 1, 1827 by the Indiana General Assembly. The short-lived town of Warrenton, named for Dr. Joseph Warren, was selected for the original county seat by the commissioners. The first county courthouse was a log house in this town that belonged to and was occupied by Enoch. The courthouse was relocated in June of 1829 to the present town of Williamsport.

Enoch was elected to be the first Treasurer of Warren County.
