Charles was the son of Edward Dickey and Frances Ann Butler.

He was married to Luvenia Romans around 1892, and they were the parents of eight children.

He was admitted to Western State Hospital around 1915, for treatment of chronic epileptic seizures. At this time, his children were sent to live with other relatives or families. He was committed for treatment several times until his death in 1935.
