The Norvell family moved from Newton to Rusk County and then to Smith County, Texas. While residing in Smith, they decided to send the boys to Beaumont to attend school by Rev. Stovall. The plan was to send each boy for one year and thus alternate each year. Lip arrived in 1879 and remained in Beaumont. In 1898 he was elected treasurer of Jefferson County and served until 1906. A prominent businessman, Lip Norvell was also secretary-treasurer of Heisig-Norvell Inc., a wholesale grocery business, and the Lone Acre Oil Company. He sold his grocery business to John W. "Bet-a-million" Gates and founded the Norvell-Wilder Company, which later became Norvell-Wilder supply, a hardware company. He was also a stock-holder of the American National Bank, where his brother Benjamin Rush Norvell was president. He was a mason and a member of numerous clubs in Beaumont.

Beaumont Enterprise follows:
A residence of 45 years in Beaumont was brought to an unexpected end at 3 o'clock yesterday when Lipscomb P. Norvell, aged 62, died at his home, Franklin street and Avenue C, after an illness which did not appear to be serious until within an hour of the end. Mr. Norvell was in his usual good health Sunday, but Monday morning felt indisposed and did not leave is home. During the day he was up and about the house, but in the early evening he called his physician who remained with him for some
time but did not consider his condition serious. Some time after midnight Mrs. Norvell became alarmed at his rapidly waning strength and called the physician but before he arrived Mr. Norvell passed away.
His death was attributed to heart failure. He was further characterized as "a pioneer in pushing
