William was the son of Gilliam and Margaret Dowling Scoggin. He married Lucinda Thornton, daughter of James Abel and Sarah Emeline Griggs Thornton. William and Lucinda had five children. He served in the Civil War in Company D of the 35th Regiment of the Georgia Infantry. He was wounded and taken prisoner. William applied for a pension and received it until his death. Lucinda applied for a widow's pension in 1904.
