Wilbur Lora Campbell was born in Buchanan County, Iowa, to Lora Dexter and Eliza Martin Curtis. A sister, Mary Alice, was also born there. Because of the father's health, the family moved to Salina-Batavia, Kansas area after 1870. Then, in 1874 they moved to Saguache County, Colorado in the San Luis Valley, next to the Sangre de Cristo Mountains. Another son, George Henry, was born in Saguache.

Wilbur attended Iowa Weslyn College, Mt. Pleasant, Iowa. where he was a member of Theta Phi Fraternity. He also attended Powers Business College.

Wilbur was the superintendent for the Chicago Gas Light and Coke Company. He was Treasurer of Saguache County from 1912 to 1914. He served as a member of the Colorado State Legislature.

He was a member of the Masonic Lodge, the Shrine, and the Elks Club. He served as president of the Colorado Cattlemen's Association from 1930-1932. He served on the Gunnison High School Board.

Wilbur Curtis was married to Effie Shade (b. 1875), daughter of John and Addie Shade on 9 Aug 1893 in Chicago, ILL. They were divorced March 14, 1904. They had the following children: Lyman (died young), Infant (died young), Hazel Eliza Carlson (1895-1945, died in WWII Japanese prison camp), Ruth Madeline Lashbrook (1896-1981) and Lora John "Larry" Curtis (1901-1975).

Wilbur married his second wife, Anna Hyde Newcomb (1884-1971), on Sept. 12, 1904. They had two children: Daniel Wilbur (1906-1983) and Eugene Newcomb (1915-1975) Curtis.
