He was a farmer. During the Civil War, he served as Private in the Union Army from June 1861 to May 1863, serving as an independent scout with his brother-in-law Captain James Riley Ramsey's Company in Nicholas County, West Virginia. Samuel died from blood poison.

DNA tests show that he was likely the father of CeNella "Nellie" Heaster. Nellie's mother Lydia Dell Heaster was Samuel's wife Rebecca Ann Heaster's sister. DNA tests also show that Samuel was either the illegitimate father or uncle of Glenna who married Frank Bennett and had son Edgar Bennett. Glenna's maiden name and mother's name are unknown. Glenna's name also listed as Mary in Edgar's marriage record.

Samuel married Rebecca Ann Heaster on October 10, 1854 in Greenbrier County, Virginia (now West Virginia). They were living in District 3, Fayette County, Virginia in 1860, living in Wilderness Township, Nicholas County, West Virginia in 1870, and living in Meadow Bluff District, Greenbrier County, West Virginia in 1880 and 1900.

Rebecca and husband Samuel had seven children:

1. Arilla Rebecca Remley

2. Mary E. Remley

3. Lydia Robinson

4. William Nathan Legg

5. Agnes Cintilla Loudermilk

6. James Lewis Legg

7. Thomas Henderson Legg

Note: Samuel D. Legg and Andrew Samuel "Andy" Legg are usually listed as the same person but they were actually first cousins once removed. Andy was married to Emily Frances Chapman on January 1, 1858 in Nicholas County, Virginia, then to Edna Lucretia "Edy" Ramsey on December 28, 1867 in Fayette County, West Virginia.
