Otto was born in Holmes County near Mt. Hope to Frederick and Mary Elizabeth Karch. He was a member of Oak Chapel Church near Wooster, Wooster Elks Lodge, and Smithville Knights of Pythias. He lived near Millersburg until July 1963, when he moved to Fredericksburg RD 1.

Surviving are his wife, Anne Starke; two sisters, Mrs. D. M. Wenger of Smithville and Mrs. R. H. Hanna of Lakewood; and a brother, Cleve C. of Fredericksburg. Two brothers and four sisters died previously.
