Dulcena was the daughter of John Oliver and Catherine "Kate" Swofford Newton. She married William M. Freeman after he returned home from being held as a prisoner of war at Point Lookout, MD during the Civil War. Their marriage produced two sons (John Alford and Enos) and two daughters (Belzoria and Martha).

During the 1900 Federal Census, she reported having given birth to four children with four still living while residing in the household of her son-in-law, William Joseph Ramsey, in Caroleen, NC. She reported cook for her occupation.
