The daughter of Louis Jess and Mary Fidelis O'Conner Stowe. At the age of six, in 1933, she was orphaned by the death of her Mother and sucide of her Father, she was raised by her Mother's sister. The city of Philadelphia raised money for her and her two brother's, she was the oldest, they received the money when they reached the age of twenty-one.
Wife of James Edward Higgins. They had two sons, James and Joseph.
