After a little more digging, it seems that the Peter Burgoon buried at this site is the grandson of Peter, and great-grandson of the immigrants Jacob and Elizabeth Burgoon.
The Peter buried at McConnelsville, OH, was born in 1818, according to the 1860 and 1880 Census records (https://www.familysearch.org/ark:/61903/3:1:33SQ-GBSZ-S6B?i=29&cc=1473181 and https://www.familysearch.org/ark:/61903/3:1:33S7-9YBF-QX2?cc=1417683). In 1900, he was living in Solomon, Lincoln Township, Dickinson County, KS, with his widowed son-in-law, two grandchildren and two great-grandchildren (https://www.familysearch.org/ark:/61903/1:1:MMTX-PR5).
Further information (at https://www.familysearch.org/tree/person/details/98LP-C9B) states that Peter was born 3 Apr 1818 at Deavertown, York Township, Morgan, OH. He married Lucinda Sherwood (1823-1859) on 19 Nov 1840 in Morgan County, OH. He had seven known children. He died 15 May 1907 and was buried at McConnelsville, Morgan County, OH.
Peter's parents were James Burgoon (born circa 1787 near Hagerstown, Washington County, MD; died around 1852 in Benton Township, Hocking County, OH) and Mary Bartlett or Borekelt.
Peter's paternal grandparents were Peter and Temperance Barlow Burgoon.

Hopefully, this solves the mystery as to who this Peter was.
