Cordelia was the first-born of nine children born to Corp James Lemon Miller and his wife, Mary Margaret Daniel. Her name, Cordelia Frances, is a combination of the first names of both her grandmothers--Cordelia from her paternal side and Frances from her maternal side.

Cordelia Frances married William Robinson Hill on 8 Oct 1873 in Dallas County, Texas. Their union was a fruitful one, producing 15 children over a 25-year span. Two of the children died in infancy: first-born, Horace Henry, b. 13 Aug 1874, d. 19 Aug 1874 and seventh child, Leota, b. 22 Mar 1884, d. 19 Aug 1884. Both were born and buried in Georgia, probably Murray County.

Cordelia and William were married 58 years and outlived six of their children--Horace Henry, Leota, Anna May (probably of complications from childbirth), Rady, John (WWI veteran), and Cordelia Elizabeth.

At least five of Cordelia's granddaughters bear her name.
