US Congressman. Elected to represent California's 1st and 2nd Districts in the United States House of Representatives, serving from 1911 until his death in 1926. Also served as a State Court Judge from 1902 to 1910, California Democratic State Chair from 1908 to 1910, and Delegate to the Democratic National Convention from California in 1916.
