He was the son of Edmund D. Hoover and Mary Elizabeth (Long) Hoover. He married Melissa Chesson Norman on November 10, 1869 at Sladesville in Hyde County, North Carolina They were the parents of six children: Alice, Gertrude, Francis Harlan "Buddy", Melissa Adelaide, Hattie Rose, and Annie Wilson.
