Phelan married Amanda P Osburn on 06 January 1891 in Washington Co, Arkansas. Both were residents of the Sunset Community near Winslow. His birth year was more likely 1864-65 as shown in the 1870 US Census for Magoffin Co, Kentucky. His parents were James and Nancy Blevins Tackett of Magoffin Co, Kentucky. Phelan came to Madison Co, Arkansas around 1882 with William Henry Tackett, a close friend at the time; however, he was not related. William was 18 years of age and Phelan was near the same. This information was passed onto the Tackett family by William. The funeral home records show that Phelan Tackett's parents were James and Nancy Blevins Tackett. (The Nelson-Savage Furneral Home now operates as the Nelson-Berna Funeral Home.)
