Son of Harry Francis Bell Sr. and Jennie Harlow Bell, he married Lala Smith on June 28, 1930, in Havana. She died Aug. 21, 1960. He married Ellen L. Morris on Oct. 25, 1964, in Macomb. She died May 10, 1978. He then married Phoebe E. "Peg" Baker Tonks on Oct. 22, 1982. She survives.

Also surviving are two stepsons, Mark and Charles Tonks, and one stepdaughter, Tammy Satzler, and four grandchildren.

Two sons, Gerald William Bell and Alfred Dale Bell, two sisters and eight brothers preceded him in death.

He was a World War II Coast Guard veteran.

He was a former chief of police in Havana and a former city alderman. He also was a supervisor for the Illinois Department of Conservation, retiring in 1978.
