Elvira was born to James and Mary Polly (Brown) Parks in White Corners which was probably just a dot in the road in Erie County. Her siblings were Charlotte, Mary, Sarah, Perry, Parley, Elizabeth and Julia. (Ancestry trees show some discrepancy as to the siblings.)

Elvira's father was a farmer, and her mother stayed home and cared for the family as was the norm for that time period.

When she was 20 years old in 1843 she married 32 year old Harmon, son of John and Lucy (French) Austin in Hamburg. They had five children - Perry born 1844, Lafayette born 1847, Herman born 1853, Cassius born 1855 and Emma born 1862.

Harmon was a farmer and a carpenter and lived next door to Elvira's family. Elvira and Harmon left New York and moved to Kansas where he died about 2 years after the move. She lived in Sumner Kansas in 1875 and son, Herman was with her and doing the farming. By 1905 just a couple years before she died, she was living with son, Cassius, still in Sumner. She died at 83 years old.
