Moses was the son of Moses Winters and Elizabeth Williams. Some researchers give his birth year as 1748.
He is thought to have been the Moses Winters who married in 1784, Pine Plains, New York, to Mary "Polly" Preston.

In "The Story of Oliver Springs, TN and Its People, vol. IV", Snyder E. Roberts describes Moses and his wife Elizabeth (believed to be one of the daughters of John Charlton of VA) as the parents of 7 girls and 1 son.
Moses & Elizabeth married in Virginia before moving into Tennessee. Moses first settled at Winters Gap (now Oliver Springs). Moses and Elizabeth are buried on private property in Oliver Springs.
