Franz, born in Nordenburg, East Prussia, immigrated to the United States with his family in 1885 settling in Dallas. After working in California for a year, Frank returned to Dallas and married Anna Zahl on July 28, 1895. He received his commission with the Dallas Police Department in 1899 under J.C. Arnold its first chief. As badge #24, Frank drove the patrol or "hoodlam" wagon for the five years he served on the force. At that time he founded Frank Schulz and Company, 1176 Commerce Street, where he sold building materials and was general contractor. Building many homes in the Dallas and Irving area, he was later in parternership with his son, Carl, then with his other son, Frank, Jr.
Frank and his wife, Anna, were charter members of the Carroll Avenue Baptist Church. Active in his church as well as the Texas German Baptist Association, he was a fine Christian gentleman and mentor to others.
